The consent application, which will be open to public submissions, is the first step in obtaining approval to tear down the 1875 Oamaru Stone school next to Takaro Park.
The site has been identified for a car park and either a new indoor aquatic centre for Oamaru or a new hospital.
Mr Cooney said preparation was under way on the resource consent application, needed because of the historic nature of the building. Originally, it was thought the application would be filed this month.
However, he said, the council felt that would not be appropriate because of the Christmas holiday period and it had been decided to delay the application until mid-January.
